California Senate Bill 721 doesn’t allow deferred maintenance — it exposes it. When Waterton Residential engaged RPM General Contractors to bring their Duet on Wilcox apartment community into compliance, what looked like a straightforward balcony inspection and remediation quickly revealed a far more complex picture.
Destructive testing across 30 balconies on the building’s 2nd and 3rd floors uncovered varying degrees of structural deterioration unit by unit. Some outrigger beams required full replacement. Others could be salvaged — but only with precision: saw cuts, blocking, strapping, and sistering with double 2x lumber. A portion cleared inspection entirely. No two balconies told the same story, and each one required its own engineering solution.
This is exactly the kind of project where inexperience becomes expensive. Misread a repairable member as a replacement, and you’re over-demolishing. Miss a compromised one, and you’re back on the hook under SB 721. The margin for error was zero.
RPM’s veteran field team worked sequentially through each balcony — assess, document, execute — coordinating in real time with the structural engineer whenever findings in the field diverged from the scoped plans. Because framing dimensions varied unit to unit, there was no templated fix. Every repair was custom.
The defining move on this project was the decision to mill replacement outrigger lumber on-site. Pre-cut members wouldn’t fit. Rather than force the issue with shimming or compromised connections, RPM brought the mill to the job and cut each outrigger to exact field measurements. It cost more upfront. It eliminated rework entirely.
When the full scope of damage triggered a formal change order, RPM had the documentation, engineering coordination, and permitting handled without breaking stride. Waterton had a single point of contact and a weekly reporting cadence from start to finish. No surprises.
